Chargeback/showback capabilities

As more and more customers move to a federated model, the need to chargeback / showback internally to lines of business is starting to arise. Customers might benefit from being able to show how many services / API calls a Line of Business is using. The initial capability would allow enterprises to see how every segment from the federation is consuming resources from a Kong Konnect contract.

This is applicable to both gateway services as well as mesh zones.
