Analytics toggle to stop data feed, instead of ignoring incoming data

What: A customer asked about the analytics toggle switch on the CP level. They wanted to make sure when it is off, no advanced analytics data is retained by Konnect. This is true, but the data still makes it to Konnect and the advanced fields are ignored.

The FR is to make the toggle turn off the fields at the data plane level so that no data is send in the first place.
