Allow Audit Logs to be downloaded/consumed via API access

A customer would like to see the Audit Logs have an API endpoint to download the audit logs at will. This will be helpful for customers who have audit sinks which are not publicly exposed but need to still have an offline copy of the audit logs for their reference to meet security requirements.
