Admin-managed terms & conditions for Portal & Applications

As a portal administrator, I would like users registering for our developer portal to agree to terms & conditions (click-through) before their account can be created.

Also, I would like there to be terms & conditions for a user when they want to create an application (or really start a subscription to an API).
