Add ability to customize Envoy bootstrap

There is a use-case to be able to adjust histogram_bucket_settings from https://www.envoyproxy.io/docs/envoy/latest/api-v3/config/metrics/v3/stats.proto#config-metrics-v3-statsconfig, however, there are likely other bits of bootstrap config that we might need to adjust in the future.
